Can I sell a Capacitor Discharger?

I am building the capacitor discharge circuit from int. manual p.47. In buyuing extra parts, I realize I will have enough to make a second circuit and am wondeirng if it is lawful to sell it and make back some money for parts. etc. Not as a business, but just a one time thing.
