MULTIPLE LED Oscillator question

Hi all, Mr. Bedini talks in the DVD about an oscillator for the Alum battery that has like 7 LEDS and i could understand from it that the oscillator circuit should be hooked to the LEDS via resistors on each LED to share the current evenly... is that right? can Mr. bedini or someone can be so kind to talk a little bit more about this circuit? thanks!
