The 3-6-9 is referenced to the work of John W, Keely of 1865-1899 Philadelphia shop inventions. Tesla didn't like Keely since Keely got more investor's money than he did. It was resonance frequency applied with upper/ lower harmonics in ratios of 3,6,9 that made Keely's gadgets work. Nowadays we call them thermocouples and thermopiles of different types of metals.
